I agree. It gives a 404 (Document not found)
But I accessed it a couple of days ago just after Bill posted it, and it
worked. Maybe they had second thoughts about making it public...

| I won't go into the details, but INCITS (the parent to J4) decided that the
document was a "US National Body" paper and not a "J4 Technical Committee"
paper - so it requires an "accelerated letter ballot" which is going on right
now. The original paper was withdrawn and may or may not come back - after the
ballot.
