We are searching for five or six mainframe analysts who have solid military
payroll and
personnel in their background, Navy is preferred. One MUST be a US Citizen.
All pay will be salaried or W2. This is a legitimate two to three year
contract. The monies have been approved and work has commenced.
Because of the length of this contract, one would probably live in the
area, there are
no expenses. What we offer is a stable long term assignment that offers a
44hr work wk.
Working conditions are said to be excellent.

In this role, you will provide analysis and design support for the
Department of Navy pay and personnel system conversion project.
Qualifications:
a.. 8+ years of experience in Information Technology or 5+ years of IT
experience with a BS in Information Technology and at least two (2) of the
following disciplines: Systems Analysis, Systems Programming, Application
Programming, or Equipment Analysis
b.. Must have strong knowledge of military pay and personnel system
experience (Navy preferred).
c.. Applicant should have strong verbal and written communication skills.
d.. Must be able to work effectively and efficiently in a collaborative
team environment.
e.. Knowledge of the full SDLC.
Preferred Skills:
a.. Experience with NSIPS, DIHMRS, DMO, DJMS, NROWS, IMAPIS, EMPRS or like
systems preferred.
b.. Knowledge of COBOL, MVS, and VSAM.
Other:
a.. Candidates must be able to pass National Agency Check (NAC).
b.. All candidates must be US Citizen's to apply.

When posting to comp.lang.cobol please include a rate, or range of
rates, associated with the position(s) offered; doing otherwise leads
many to conclude that you are either trolling for resumes or running a
blind ad to determine rates.

As Paul Harvey might say, "Here's the REST of the story!"
All of it acquired through public domain Googling; none from personal
experience or interviews with affected personnel.
The "background" for such a request is a story of a, ahem, "delayed"
Peoplesoft implementation of an integrated military payroll system -
DIMHRS (Defense Integrated Military Human Resources System).
An (overly?) ambitious attempt to replace the military's "aging" COBOL
payroll and personnel systems (DJMS -Defense Joint Military Payroll
System) with a "modern" Peoplesoft implementation, DIMHRS has been in
development for several years.
So long, in fact, that in 2004, following the call-up of reservists to
Iraq, an intermediate "bridge" solution called Forward Compatible
Payroll (FCP) was announced, because DIMHRS could not be "ready in
time", and well, the COBOL system just couldn't be sustained, could
it?
Incompatibilities in payroll between Active Duty and Reservists have
been the plague of the military's payroll system.
Come spring 2007, and behold, FCP itself has been "terminated", along
with some contracting companies, I believe :-), following a "strategic
pause" in DIMHRS implementation to make an assessment.
Well, it seems that (1) DIMHRS is still being worked on; and (2) the
"aging" COBOL-hosted DJMS has had "new life" breathed into it, and at
this juncture, will be in production through 2010, at least.
All of this "complicated" by the relatively recent (about a year ago?)
military Base Re-alignment and Closure (BRAC) announcements, which is
consolidating a number of military facilities. Which may explain why
this Navy work is being done in Kansas City. :-)
All of this is of some interest to me, because Indianapolis' own Fort
Benjamin Harris, the DFAS facility, was to have picked up some of this
work, but as of now, all seems pretty "quiet", and nobody knows if the
"promised" jobs will ever materialize.
Perhaps some of you remember how I enquired about the Peoplesoft /
COBOL interface option some time back, as I wondered whether therein
might be a feasible "migration" path forward to this transformation
problem.
Any other comments welcome, on or offline, regarding ERP's
(Peoplesoft, SAP, Oracle), as the "legacy languages" of the future,
please speak up. Or is it to be Visual Basic 6.0? :-)

DJMS to be used through 2010:
"DJMS-AC provides top quality payroll and accounting service by
delivering a military pay system that is accurate, timely and cost
efficient. DJMS-AC was placed in a brownout in 2003 and was scheduled
to be replaced in 2005 by the Forward Compatible Pay (FCP) System.
DJMS central design activity (CDA) was reduced to minimal maintenance
for DJMSAC beyond FY06. With the termination of FCP, DFAS and its
customers have reinvigorated DJMS and DJMS-AC has to remain a viable
pay system until 2010 when replaced by DIMHRS. Funding during FY06-
FY07 will allow for enhancements to the system as customer priorities
are determined, improving the software in order to reduce manual
workarounds and reduce the risks associated with continued use in its
degraded state. Above amounts are based on customer requirements
identified from the April and August 2006 Configuration Control Board
meetings. Without the capital investment, DJMS-AC will not be able to
provide the increased functionality to support the military Warfighter
pending DIMHRS implementation."

Fort Benjamin Harris is 'the DFAS facility'? I'd been lead to believe
that they (DFAS) were out of Pensacola, FL... and as anyone of a Certain
Age in a Certain Society knows, 'Pensacola, it's the spot!'

Fort Benjamin Harrison is still one of the 5 centers.
I spent a w or two there selling/installing some data entry equipment
in the 80's. I lived in the area before, and it was a nice visit!

Learn something new every day... Pensacola is only a Network Site, folks
down there behave like they are the Center of the Universe... well, they
did that until word came down that their Site is being folded up into
operations with Cleveland.
