The incident I read about which sound just like this happened in Utah,
not Texas according to the discussion on misc.transport.road.

I was responding to HeyBub's post, which involved the Austin Police
Department (APD). I shouldn't think their jurisdiction stretches to Utah
:-)
The conclusion has to be that this is SOP for certain US police
departments...

We recently had a death in our area. Apparenty the deputy and the man that
died had had some previous encounters, but at this point conclusions seem
premature. Also the man who died was deaf or hard of hearing in one ear.
Now he is dead because he did not remove his hands from his pockets when
commanded to do so. The grandmother of the man says she told the deputy
about the hearing problem during one of the previous encounters.

Sometimes it's forced on them. I'm in Houston. When Katrina struck, we were
innundated by (according to some estimates) as many as 200,000 THIEVES.

Most, fortunately, have killed each other or been sent to the Greybar Hotel.
I don't know if we could have handled 300,000.
