Computer Shopper magazine has a good article on pages 104-111 on MP3
players in the November 2007 issue, some of which support several
recording formats. I am pretty sure that there are several ways to
record audio on a PC from line-out line-in features from a variety of
tape recorders, particularly those that are part of a HIFI system. So
long as you are not going to sell or give away the recordings, I think
this would be reasonably legal.

Three of the MP3 players also have FM tuners, i.e. Samsung YP-T9 at
=A385, Cowon IAudio 7 at =A3100 and Sandisk Sansa e280 at =A3106. These can
record directly from radio. They all have USB interfaces and
reasonable storage capacity. Battery life ranges from 18 to 33 hours
The Samsung and Sandisk were rated as best buys. You would have to
look very carefully at their specs to see whether they will do what
you need.

None of them have speaker, so Pete's suggestions would apply.

Another option would be to visit some second hand music equipment
shops and pawn shops, which in the UK are now often called something
else such as cash converters, then of course there is ebay.
