Breaking the law? I thought the law in the states ensured the right to
"peaceably to assemble, and to petition the Government for a redress of
grievances".

Mr Summers, according to the laws of the United States of America with
which I am familiar nobody is considered a criminal until they have been
convicted of a crime in a court of law... 'presumption of innocence' and
all that, you know? Be that as it may, however, you might want consider
that illegal aliens are already considered as having certain
Constitutional rights (5th and 14th, at the very least).
