I need a free compiler which is compatible with net express standard
version of microfocus and accept the preprocessor commands such set
"free syntax"

I need a free 2005 Cadillac Fleetwood Brougham. The white with the gold trim
would be nice.

You will be "happy" to know that there exists a COBOL Standard,
sponsored by ISO (the International Organization for Standardization).

Because of this standard, if you want to compile programs which were
written to be compiled using MicroFocus' COBOL compiler, and the
programs do not use (many) MicroFocus extensions to the language, just
about any COBOL compiler would understand the syntax in the programs.
You didn't say what platform you are interested in using, either.

I believe that free form syntax (if that is what "free syntax" implies)
is part of the latest standard. Thus, it wouldn't be beyond hope to
find another compiler which implements that feature. However, I don't
think many compilers have reached the marketplace which implement the
new COBOL standard. This might leave you out of luck at your budget level.

However, it shouldn't be too hard to write a COBOL program which reads
free form syntax and writes old fashioned "COBOL Classic" syntax. Then,
your set of choices would expand considerably.
