I have an immediate need for a consultant for a programming job in
Texas. I was wondering if anyone might be interested, or if you know of
anyone that might be.

Required skills are ASP, VBScript, HTML, COBOL, IMS, and DB2. US
Citizenship required.

First, this is a legitimate job with our direct client, the Department
of Defense, which closes on Tuesday, March 22.

The challenge has not been finding candidates with COBOL experience, but
rather finding ASP programmers that also have COBOL, with the additional
requirements that they be US citizens that can pass a background check.
That has caused us to take the step of posting to USENET.

In regards to your financial analysis, I did not say that they have not
established an overall budget. What I said was that they have not
established a preset range for THIS particular position, due to the
rariety of experienced COBOL programmers with ASP.

Posting openings is specifically allowed in the FAQ, and would seem to
be a service to those looking for employment.

Bottom line, if you're interested, apply. If not, DON'T. It seems to
me you would have something better to do with your time!!

The DoD? Once again, it is my experience that they do not requisition
personnel without first allocating budget for the position... but if this
is not the case I am sure the GAO will be *very* interested in learning
about their new practise.

Oh, I see... so they have an overall budget but not a 'preset range for
THIS particular position'. A logical conclusion is that it could cost
more to fill the position than is allocated for the overall budget...
because that would not be outside of the preset range.

Anyone can post an opening, certainly... and anyone can respond to a
posting with '... please include a rate, or range of rates, associated
with the position(s) offered.'

This bit of advice is something I give for free... which means, of course,
that it is worth at least double what I've asked to be paid for it. The
people who use this newsgroup whom you'd most like to see respond have
been around the block a few times... perhaps more than you have. A few of
them, rightly or wrongly, have concluded that a rateless posting is, most
frequently, either a troll for resumes or a way to determine rates.

What seems to you might not appear similarly to others... after all, it
seemed a good idea to post without including a rate, or range of rates.
