"Agrees with IBM" does not always imply "is more consistent with the COBOL
standard", though I acknowledge that in the context of pre-2002 COBOL format
there is an error here.

Whether you contend that a statement that immediately precedes a paragraph
header must in fact qualify additionally as a *sentence* (as would be the
case in free-form reference format anyway) or that what appears in Margin A
of the Procedure Division after a statement *or* a sentence has to be either
a paragraph header or a section header, the source code I cited isn't
standard pre-2002 COBOL. I think the first rule takes precedence over the
second.
