If you want to continue to use an older COBOL compiler for MS-DOS
under Windows XP, have you considered running it in a DOS emulator.

Here's a free one, although it was originally written for running DOS
games:

I was able to run the education version of Realia COBOL, a crippled
version of RealiaCOBOL 3.0 from about 1990, in DOSBOX 6.3. In a WinXP
dos box the compiler crashes when attempting to write data to the DOS
screen by poking data into fixed memory locations. That no longer
works under Windows XP.
