In the Navy back in the 1960's, as I recall the rule was if you were passed
over three times for promotion you were out of the service; if you were
eligible for promotion and weren't an absolute disaster as an officer and
were lucky you might get a "pre-retirement" pro-forma promotion; if you were
eligible for retirement (20 years?) you could retire; if you weren't yet
eligible for retirement, you were pretty much SOL no matter how much more
time you expected to be in the service. Has that changed?
