There are explanations that don't involve dark conspiracies:
1. The reporters are mistaken (or lying) about digital watermarking by image
gathering devices.
2. The same photographer was hired by both events.
3. The CIA borrowed a camera from Al-Zawhari
4. Al-Zawhari borrowed a camera from the CIA.
5. Most importantly, Occam's Razor - the events speak for themselves.

However, getting to the bottom of this conjecture is fairly easy: Go to Iraq
and start asking people if they can put you in touch with Berg's killers.
Once you find the terrorists, you can demand to inspect their camera.
