The only reason for this silly "rule"
is that Frank can't do it any other way.

FORRTRAN can't do it with a 2-statement DO loop either.

But what Frank can't comprehend is that
as PL/I has varying strings, there is little
call for such a task, as trailing blanks
usually don't occur.
