Have a look at it with a hex editor
- it may be plain text laid out in a format for a tool/library that uses
files with .mnu extensions.
I'll guess at some type of menu designer.

Try to open it with an editor or even notepad,
it might be just a text file.

| nc.mnu or vc.mnu use for example DOS filemanagers VOLKOV COMMANDER or
NORTON COMMANDER, this xxx.mnu files are plain text files: see example:
H: NG help load
