There are two places where the "FILES" parameter needs to be set:
workstation and application. Workstation _usually_ gets it from
CONFIG.NT and application _usually_ gets it from "CLIPPER"
environmental variable. The lesser of the two is then effectively used.

If at some point you do not have any available file handlers you will
not be able to open or create any additional files.
