Problem with flat button

I have a problem where I place a flat button on the screen and it
doesn't always become active when the mouse hovers over it. The weird
part is that the problem only exists when I place the button near the
bottom right corner of the screen (which happens to be where I need it
to be). If I move the button to another position, ie. near the middle
of my screen, it works fine. Has anyone seen this before?
