You generally don't interact with a USB port directly but rather a
device connected to one. Through it's interface. As noted WinEvent
will work to a USB serial port, or any Clarion Disk operations work
once you know the drive letter it's just another drive.

I have an app I run from a USB drive. I did nothing to make it work on
a USB drive. Virtual USB Serial ports are also a no brainer.

Device drivers are required and you won't write one with Clarion all
that easily. I think you need to be more specific with what device you
intend on connecting with. Microsoft goes out of it's way to abstract
the USB interface so you don't know it's there.
