C6 Pro & CWUTIL

When I include CWUTIL.INC in my C6 App, the function is unresolved
if I use the DLL target. It works for the EXE target.
I have placed INCLUDE('CWUTIL.INC),ONCE in all of the application
modules 'inside global map' embed point.
When I look inside the directory, the CWUTIL.OBJ has been created.

I would appreciate any help on this.
