Gavino,

I don't believe there is anything which really corresponds to the
systems you mention. At least, not commercially available. However,
there are various frameworks for writing web pages in APL.

For example, you can use the Microsoft.Net framework. There is a link
to a tutorial at the bottom left of the page http://www.dyalog.com.
