It is always held that discussions of topicality are always on-topic.
That is to prevent exactly this sort of silly regress - the OTs telling the
people trying to keep things on-topic that they are OT.

Would a discussion in calgary.forsale, about whether or not a post in
alabama.education is topical to the alabama.education newsgroup, be
off-topic in the calgary.forsale newsgroup? Or is that question off-topic?
