For some mysterious reason MS decided that the folder name should be
translated for the different language versions...
On German Windows versions, it is named "Programme".
There should be an environment variable that points to this directory,
but some programmers are too lazy to use it and hardcode the path instead.

Sorry, I botched this one. M$ doesnt provide a way to determine this,
but some Installers provide a way to determine the location.
