error checking a data file

Hey,

I have this problem, i need to error check a data file, only using loops, methods and conditional statments. i would usualy just use the libraries but the only one im allowed is java.io*

the list is in the format SURNAME:FORENAME:NUMBER:DD-MM-YY

and it includes commented lines wich begin with #.

Can anyone help me with this problem, cant even think of how to start it.
