Using Perl to check-out check-in in Clearcase

Hi,
I am trying to write tool will use the zip file as input, unzips the
files, check out files from clearcase vobs, copy them on checked out
files and than checks them in. If any file in zip file was not found
in vobs it will create new element and will check it out, copy file on
this element and will check it in.

Can someone suggest how this can be done in using perl?
