Tk::JPEG getting/building indigoperl question

I'm using IndigoPerl 5.8.3 w/ Tk 800.024.(Win2k) The Tk::JPEG module is not available via IPM. I looked on CPAN at the build status and it indicates that module failed to build.

I was wondering if I can build it on my local machine, and if so, what are the steps to do so?

Also, if anyone knows of some good Tk tutorials on working/displaying images with Tk, can you please post the urls.
