Trying to Install a Module

I am getting this error: http://jpplay.mg2.org/module.jpg when I am installing this module http://search.cpan.org/~bingos/POE-Component-IRC-3.3/ This is on a fresh install of Activer Perl and POE. I know POE works well I am 99% sure.
I also tryed using ppm to install it with no luck:

D:\irc>ppm install makefile.pl
Searching for 'makefile.pl' returned no results. Try a broader search first.
