Author filtering before browser

I have a need to filter some stuff from a requested URL before it hits
the browser. I know this is a proxy kind of thing, but I was wondering
if there was a way to do it easily with a perl script and LWP::UserAgent,
or something similar.

What I wanted to do was something like this in my browser:

http:://foo.com/cgi-bin/filter.cgi?url=http://arfarf.com

And have the filter.cgi script modify incoming html.
