I have created flash contact form and i am using php to get the input
from the fields of the form but since i expect the users to input
cyrillic text and when i receive the emails from the form in my email
when written with cyrillic symbols the text doesnt display well. How
to fix that ?

more info needed,
what php code are you using, are
you using the mb_ functions within php

utf8 encoding is present in flash my guess is that its the php, but
without knowing more I cannot tell. If you posted your flash URL up we
could test it for you.
