Just wondering out loud if anyone thinks we should have a FAQ
(shared/cross-posted) amongst the *.php groups? Not really even sure how
to handle/maintain it. Any opinions?

Asked before. There is something: http://php-faq.com/ (not especially for
the newsgroups). It should get an update however, and some articals about
general troubleshooting would be welcome there.

There are already LOTS of FAQ's out there.
If you want greater emphasis on them, you could consider
answering questions with a link to the FAQ.

Repeatedly posting an FAQ on the newsgroups is kind of annoying.
About the only FAQ I'd want to see here is a list of FAQ sites.
