Hi..
Many die hard coders I know still use Perl because they say it's still
better then PHP, and when I was in college 8+ years ago Perl was the THING
to learn. I'm not sure why PHP has grown so quickly since most folks talk
to prefer Perl, but I've started getting into PHP more mainly because
there's so many canned apps out there that use it plus it seems fully
functional enough to suit my needs.
As for a comparison of PHP vs Perl, I did a quick GOogle search and found
two URLs that stand out:

From experience and from folks I know, it seems PHP is simpler to install
and use, but Perl is probably more functional when you get into deeper
programming. This is all inthe eyes of the beholder though, other then
simple scripts in college I've never written anything indepth in Perl, but
I know PHP to some degree. PHP for me seems to foot the bill rather well,
and for either web or command line scripting it works good.
It probably wouldn't hurt to know both if possible, but if you were to
learn one over the other, I'd stick with PHP IMO.
