I've only used ASP and MS SQL Server before but I want to learn PHP and
MySQL. Does MySQL have an equivalent of Microsoft's Stored Procedures (i.e.
T-SQL)?

Not yet. Stored procedures will become available in MySQL 5.0 but that's
some way off from release yet as it's still only an Alpha release. Postgres
