Under windows server you can use the Winfax SDK and the PHP COM
extension. Under *nix you can use the Hylafax server.

My web site will be hosted on a hosting company, I've asked some companies
if they provide the fax service but they answered NO.
in few words: I've a web site, I which faxes are sent automatically, this
site is hosted in a hosting company.
Are there any condition for the hosting company (fax server, install
Hylafax,....) ?

Find another web hosting company that provides this feature. Or
co-locate your own system on their backbone and setup your system any
way you want it.
