I don't understand the usage of "WTF" here. I mean, I understund it as:
"What The XXXX: Cheap but reliable PHP Coder". It sounds almost like an
insult as if there were no cheap but reliable php coders. And bombarding the
group with the same post over and over again is not .

I agree, I'd normally recognise it as What The XXXX (or World Taekwondo
Federation, but then, I'm a blackbelt in Taekwondo so I'm very used to
seeing WTF meaning that).
I guess he means "Want To Find". Never heard it meaning that before, but
sounds plausible.

Okay, that makes some sense. Never heard it though. I did try to figure out
an alternative meaning but I just didn't come up with "Want to find". I've
also heard the version "Welcome To Finland" is used when the nasty version
is explained in family-friendly context. ;)
Given the fact that many do recognize the nasty version first, I don't think
it's a very good idea to use it in a job advertisement. But wtf do I care,
I'm not looking into hiring anyone. :)
