Spreadsheet_Excel_Writer release

(Never saw this coming to php-qa list so I am sending it again)

I just applied a patch to Spreadsheet_Excel_Writer which fixes two
outstanding bugs. However I can not upload a new release since I am
an helper.

I am not really interested to be a lead since I do not understand the
insides of Excel file format well enough. Is it somehow possible to
upload a release without being a lead. Some flag in user database?
