ReiserFS performs very good with lots of small files.

I would second that on Reiser. Ext3 is prob. best for stability (not
that Reiser is going to crash every day) but for small file access
Reiser definetly kills ext3 off.

Another idea would be to move to an SQL based cache assuming you have
a beefy DB server.
