Author How to get the VersionControl package released, when maintainer does not respond?

Hi,

Phing[1] ver. 2.3.0 contains a svn-task, which builds upon the PEAR
VersionControl package. Unfortunately the latter has two easily fixed errors
that have been reported as bugs #5020 and #11935 [2][3].

I sent an email to the maintainer a w ago but has not heard anything -
and since it is more than three years ago, since the package was released I
do not think he is really the maintainer anymore...(?).

So: I it possible for someone to apply the little code changes and release
the package?

PS: Is this the right place to ask this question?
