First, this only happens when calling pecl. Second, who actually pays
attention to how much memory it uses? No one. And it's not like we're
allowing 1 gig or something.

Yes, the error message is loud and clear: "PECL is completely stupid!"
Most users will just mutter or shout that (depending on mood and
personality) and give up. Is that what we really want?

Makes total sense. But, won't users run into this problem when calling
"pear install pecl/<package_name>" because it won't disable php.ini
settings?
