Hello,
It seems there are some abuses on the name PEAR.
I found two examples where people introduced some piece of code, naming
them as PEAR::Thing where obviously PEAR had no reference about it.
I don't care about the rights for the copies.

I'm much more concerned about the suspect pear quality borrowing and the
spread it means.
If we let some PEAR::Bloody external package be, even if full pear CS,
then PEAR just means the name.
Take it.

Don't let external people, even ancient contributors, use pear as an
easy gate to quality.
We have recognized, public processes to it.

Heh, I don't even have 2 cts :)
