I'm not sure if it's related, but when I just marked a bug as a Duplicate,
it didn't supply the comment it usually does (Please do not submit ....

| Hi,
I have just found another problem with the bug tracker: I wasn't logged
into the PEAR website but could answer a bug report via the developer
page. See Bug #6720, second entry ...
(for the third entry, I was logged in)
