Call for new elections if you'd like.

In fact, we need regularly scheduled elections anyways, otherwise people
slack off (as evidenced here).

I do not intend to slight any good work. It's just that we all need to
understand that PEAR does not benefit if we silently disappear. Those
of us in leadership positions need to learn to gracefully bow aside if
we don't have time to do the work that is needed, as new developers will
be able to step into those shoes, that's all.

However, it is also important not to judge the QA group's work by the
last time a person posted to pear-qa, there is work behind the scenes.

My advice as an outsider to the QA group would be to post regular
reports of work, and to store that report as a document in CVS that can
be updated by any of the members. In addition, an internal leader
should be either elected or a rotating post, so that it is clear who is
responsible for sending the message to the mailing list :). Unlike the
PEAR group, QA group should insist on transparency as we are dealing
with stuff that need not be private.
