According to CVS history, over 4.4 years ago Richard, original author,
converted it from PHP license(Set there by cox) to BSD-style. I'm thinking
hat probably happened is that cox took the default PHP license used back
then when he converted Richard's code to PEAR, ignoring the license that was
alreayd paced upon the code.
