I like this idea as well, and I believe that Greg has it in the works
already. Chiara_PEAR_Server (which I believe is intended to go into use on
pear.php.net someday) has the capability to tag packages as deprecated. So,
whether or not it's part of package.xml 2.0 or a feature of the server
mechanism instead, I believe this functionality is planned for the future
already.
