Author BC BREAK in Archive_Tar 1.3.0 - release pull required

Hi all,

Sorry to be the bearer of bad news, but Archive_Tar 1.3.0 breaks BC with
1.2, and will cause

pear package --nocompress

to fail.

The solution is to treat false the same way that null is treated in the
constructor of Archive_Tar.

This is not critical, as most folks don't use the --nocompress option.

Incidentally, I discovered this issue while running unit tests to make
sure nothing was broken in PEAR 1.4.0a5. I would recommend to Vincent
that he run the tests in pear-core/tests/PEAR_Packager and
pear-core/tests/PEAR_Command_Package any time Archive_Tar is upgraded to
make sure the changes don't break anything.

Thanks,
Greg
