The current rule is that if you want to make a release, required
dependencies must have at least the same state. So for example, if I
make a beta release, it can't depend on an alpha package. But it can
have an optional dependency on an alpha package. However, we haven't
really been trying to actively enforce this for releases below stable.
It would be good, of course, to put the rule somewhere :)
