If you have a new viewpoint or a new argument, but as I said this has
been discussed extensively. Don't assume just because we don't append
IRC and e-mail logs to all of our RFCs and requirements that they
haven't been discussed. First ask why, then propose a new idea.

You should be able to see discussions of these things in the pear-dev
mailing list archive.
