That's not needed since if there is a BC break with a stable package, it
has to be released again with a "new" name

like:

Package, and then Package has a BC break after going stable, it has to
be released as Package2, that way users can "accidentally" upgrade to a
BC breaking package.

you may want to have a look at some of the announcements:

Generally I applaud your efforts. However most of what you talk about
has already been brought to very good final decisions (it seems that you
are actually asking for exactly what we have already decided upon).
There are however other open tasks: like promoting test suites, ensuring
that users actually know about them. Documentation is another etc.

Anyways: please dont be discouraged by people telling you stuff is old
news .. its just that we have actually tried to solve alot of the kind
of stuff you are talking about since the last 1,5 years.

yes of course .. but it people tend to expect everybody to know what we
already did in the past :-)

of course you cant really expect that from newcomers .. however our ml
archives and the announcements are there too the rescue :-)

onces you are upto speed with things your input will me much more
meaningful for us all.
