The new PEAR package pearweb_phars-1.3.1 (stable) has been released at http://pear.php.net/.

Release notes
-------------
Fix notices in the phar
Update go-pear to include Structures_Graph as a core package
Update go-pear to include setting temp_dir/download_dir

Package Info
------------
Separate sub-package just for the .phars,
to cut down significantly on the size of
the pearweb package
