voters: now you can open bugs too

Hi,

If you registered to vote via the voter registration interface at
http://pear.php.net/account-request.php, you now also have been granted
bug tracker karma. The only requirement to open a bug is to be a human
with an email account, and by confirming your voter registration, you
proved that you fit this criteria :).

If you don't have bugs to open, no worries, this is fine too.
