If this is the pear HTTP package, which I doubt as you are referring to a .dll, you
could install it via $sudo pear install http

It is most likely the php extension that you are looking for - in that caseI'd
refer you to http://docs.php.net/manual/en/http.install.php ; I'd hazard a
guess that "$apt-get install php-http-request" would take care of this on
Ubuntu.
