| Whoops, it appears I spoke too soon.
It prompts me for the install locations, and I press "Enter" to accept the
default locations... It says "Beginning install..." and 30 seconds or so
later the C:\ prompt appears again. The PEAR folder has addition folders,
but theres no files in any of the folders.
I'm guessing that didn't work correctly?

Hi Murali,
Do you have the phar extension enabled? If so, try running:
php -dphar.require_hash=0 PEAR\go-pear.phar
