Installing PHP 4.3.X and Pear

| I had to install PHP and apache on another computer to document the
steps for the eBook. This time, I decided not to manually install Pear
because I have v4.3.7 of PHP and the pear.php.net instructions say the
installation can be skipped.
So, I go straight and "pear install package." Pear is not recognized.
I am sure if I manually install it, it will work... I don't want to do
it just yet. Why isn't it working per the instructions?
I found an earlier message, but it was over a year old -- so it doesn't apply.

I use WinXP Pro and downloaded the Windows binary zipped version of
php. The pear.php file is in the php\pear\go-pear-bundle folder.
