I got following message:

persists, please contact the webmaster.
When I try to add note here:

And answered to your antispam question "nine plus zero" I answered "9"
it was said - failed. Than how should I answer for this question? The
same with 3 more questions. Than my IP become spamer. :-)
Please, may you add following note:
Hi, How it is possible to convert from ANSI, windows-1251 (CP1251) and
KOI8-R to UFT-8?
The problem is that I can't use iconv. :(
Is there any beautiful solution?

I've got no idea why the sentence "please contact the webmaster" is
there, there is nothing we can do if your IP is considered "evil". You
have to contact those who blocked it (see the url above).

You are expected to type the word, "nine"

No. Please read the guidelines for adding a note.
